A chatty Cathy is someone who talks excessively, often about trivial matters.
The phrase comes from a 1960s talking doll but has become a generic term for anyone—male or female—who won't stop talking: My seatmate on the flight was a real chatty Cathy.
Sometimes hyphenated or capitalized differently.
