wild west
Anything-goes territory
A wild west is any lawless or chaotic environment where rules don't apply and people must fend for themselves: It's the wild west out there—no regulations, no oversight.
The phrase draws on imagery of the American frontier but applies to any unregulated space: Crypto markets are still the wild west of finance. (Capitalized Wild West refers to the historical American frontier.)
