water on the brain
Skull fluid buildup
Water on the brain is an informal term for hydrocephalus, a condition where cerebrospinal fluid accumulates in the brain's cavities.
The buildup creates pressure that can enlarge the skull in infants or cause neurological problems at any age.
The phrase is sometimes used loosely or dismissively to suggest someone is dim-witted: What's wrong with him—water on the brain?
