underprovisioned
Lacking sufficient resources
Underprovisioned describes something supplied with fewer resources than it needs to function properly.
The term appears most often in technical contexts—an underprovisioned server lacks sufficient memory or processing power to handle its workload: The site crashed because their infrastructure was underprovisioned for the traffic spike.
It applies broadly to any system or organization given inadequate support.
