timewaster

Frivolous activity consumer

A timewaster is something or someone that consumes time without producing results.

The term often applies to unproductive activities: Social media is the biggest timewaster in my life.

It also describes people who waste others' time—someone who seems interested in buying but never commits, or who schedules meetings without purpose: Don't bother with him, he's a timewaster.
