tacky

Loudly bad taste

Tacky describes something cheap-looking, gaudy, or in poor taste: tacky souvenir shops, a tacky outfit.

It can also mean socially inappropriate or classless: It's tacky to ask how much someone paid for their house.

Separately, tacky means slightly sticky—not fully dry: Don't touch the paint; it's still tacky.
