shadow ministers
Opposition's parallel cabinet
Shadow ministers are members of an opposition party in a parliamentary system who are assigned to monitor and critique specific government departments.
Each shadow minister mirrors a cabinet position—the shadow foreign secretary scrutinizes the actual foreign secretary, and so on.
Together they form the shadow cabinet, a government-in-waiting that would assume power if their party won an election.
The term is primarily British and Commonwealth.
