premising

Laying groundwork first

Premising is the act of establishing a premise—a foundational statement or assumption from which an argument proceeds.

In logic and rhetoric, premising sets up the propositions that support a conclusion: Premising that all humans are mortal, we can deduce that Socrates will die.

More broadly, it means basing something on a prior assumption: The plan was premised on continued funding.
