pass the parcel
Unwrap when stopped
Pass the parcel is a children's party game in which a wrapped gift circulates among seated players while music plays; when the music stops, whoever holds the parcel removes one layer of wrapping, and the game continues until the final layer reveals the prize.
Figuratively, to pass the parcel is to shift responsibility or an unwanted problem to someone else: Departments keep passing the parcel rather than addressing the issue.
