party elite
Political top brass
Party elite refers to the small group of powerful insiders who control a political party's direction, resources, and major decisions.
These are the leaders, donors, and strategists who wield influence behind the scenes, often contrasted with ordinary members or grassroots supporters: The party elite backed the moderate candidate while the base wanted a populist.
The term usually carries a critical edge, implying those at the top are out of touch with rank-and-file voters.
