opening offer
Initial negotiation figure
An opening offer is the first proposal in a negotiation, establishing a starting point from which bargaining proceeds.
In real estate, labor disputes, or salary negotiations, the opening offer is rarely expected to be accepted—it anchors the discussion and signals willingness to deal: Their opening offer was insultingly low, but at least they're at the table.
