nonapproval
Withholding of consent
Nonapproval is the absence or withholding of approval.
It appears most often in bureaucratic and administrative contexts where formal approval is required for something to proceed: The project stalled due to nonapproval from the planning committee.
Unlike disapproval, which suggests active rejection or negative judgment, nonapproval is more neutral—simply indicating that approval has not been granted, whether through refusal, delay, or failure to act.
