matted fur
Neglected animal hair
Matted fur is animal hair that has become tangled and clumped together, forming dense, flat masses.
It occurs when fur isn't groomed regularly, trapping dirt, moisture, and loose hair into tight knots close to the skin: The stray cat's matted fur had to be shaved off.
Severe matting can cause pain and skin problems in pets.
