Not out-of-state
In-state describes residence within a particular U.S. state, most commonly in the context of college tuition: in-state tuition, in-state students.
Public universities charge lower rates to residents of the state that funds them.
The term also applies to travel or business conducted within state borders: an in-state trip, in-state sales.
