impartial judge
Unbiased legal authority
An impartial judge is one who decides cases without bias toward either party—no personal stake in the outcome, no preexisting favoritism.
The phrase is partly redundant, since impartiality is expected of all judges, but it emphasizes the ideal: The constitution guarantees the right to an impartial judge.
Often invoked when that neutrality is in doubt.
