ground levels
Buildings' lowest floors
Ground levels are the floors of buildings at or near street level, or elevations measured at the surface of the earth.
In British usage, ground level typically refers to what Americans call the first floor.
The phrase also describes baseline measurements in various contexts: radiation readings at ground level, the ground level of a sloped lot.
