ghost city
Deserted urban area
A ghost city is an urban area that was built but never fully inhabited, or one that has been largely abandoned.
The term often describes ambitious development projects—especially in China—where entire cities of apartment towers, shopping centers, and infrastructure stand mostly empty, waiting for populations that never arrived.
Ghost city differs from ghost town mainly in scale: towns are small settlements that declined; ghost cities are modern metropolises that failed to attract residents.
