gerrymanders

Draws partisan districts

Gerrymanders are electoral districts drawn to give one party an unfair advantage, or the acts of creating them.

The term comes from an 1812 political cartoon depicting a Massachusetts district so contorted it resembled a salamander—drawn under Governor Elbridge Gerry.

To gerrymander is to manipulate boundaries this way: The legislature gerrymandered the district to protect incumbents.
