foreign residents
Non-native local dwellers
Foreign residents are people living in a country where they are not citizens.
The term is neutral and administrative, appearing in discussions of immigration policy, taxation, and legal status: Foreign residents must register with local authorities.
Unlike immigrants, foreign residents may be temporary—students, workers on assignment, or retirees who maintain citizenship elsewhere.
