Flat water is still water without waves, rapids, or significant current.
The term distinguishes calm conditions from whitewater in paddling and boating: We practiced our strokes on flat water before attempting the rapids.
Flat water can also mean non-carbonated water, as opposed to sparkling: I'll have flat water, please.
