election observer
Ballot process witness
An election observer is a person authorized to watch voting and vote-counting procedures to ensure fairness and detect irregularities.
Observers may be deployed by political parties, nonpartisan civic groups, or international organizations.
They typically cannot interfere with the process but document what they witness: International election observers reported widespread ballot stuffing.
