down-and-outer

Person without prospects

A down-and-outer is someone who has fallen into poverty and social marginality—homeless, jobless, without prospects.

The term emphasizes both the descent (down) and the exclusion from mainstream society (out): The shelter was full of down-and-outers looking for a hot meal.

It's more sympathetic than *bum* but still marks someone as having hit bottom.
