deinstitutionalise
Move from facilities
To deinstitutionalise is to move people out of large institutions—psychiatric hospitals, care facilities, prisons—and into community-based settings or independent living.
The policy emerged in the mid-20th century as reformers questioned whether warehousing people served their interests: The state deinstitutionalised thousands of psychiatric patients in the 1970s.
Critics argue that without adequate community support, deinstitutionalisation simply relocates problems.
