Urban sports organization
A city league is an amateur sports league organized at the municipal level, typically for recreational players rather than competitive athletes.
City leagues exist for softball, basketball, soccer, and other sports, offering adults a way to stay active without the intensity of professional or college competition: He plays in a city league on Tuesday nights.
The term can also describe something as amateurish or second-rate: That was some city league officiating.
