chairwarmers
Lazy office occupants
Chairwarmers are people who occupy positions without doing meaningful work—employees who show up but contribute little beyond filling a seat.
The term is dismissive, suggesting someone collects a paycheck while adding no real value: Half the department are chairwarmers waiting for retirement.
Sometimes applied to bureaucrats or redundant staff.
