camp followers
Military trailing civilians
Camp followers are civilians who trail behind an army, providing services soldiers need but militaries don't officially supply—launderers, cooks, prostitutes, merchants, and families of enlisted men.
The term extends to any group of hangers-on who attach themselves to a movement or organization without being core members: The candidate arrived with his usual camp followers.
