blow-off valve
Turbo pressure releaser
A blow-off valve is a pressure-release device in turbocharged engines that vents excess air when the throttle closes suddenly.
Without it, pressurized air would slam back into the turbocharger, causing damaging surge.
The distinctive whoosh or hiss when a turbocharged car decelerates is the blow-off valve releasing that pressure: You can hear the blow-off valve every time he shifts.
