at-large
Roaming free, uncaptured
At-large describes someone who represents or belongs to a whole area rather than a specific district or subdivision: an at-large city council seat, a delegate at-large.
Separately, at large means free and unconfined, especially of someone evading capture: The suspect remains at large.
At large can also mean in general: society at large.
