An arm tackle is a football tackle made primarily with the arms rather than driving through with the body and wrapping up the ball carrier.
It's generally considered poor technique—grabbing at a runner with outstretched arms rather than making solid contact: He missed the arm tackle and the receiver broke free for a touchdown.
