advisory body
Panel offering guidance
An advisory body is a group formally constituted to provide guidance, recommendations, or expert opinion to a decision-maker—typically a government, organization, or executive.
Unlike governing bodies, advisory bodies lack authority to enforce their conclusions; they advise, but the final decision rests elsewhere: The president's advisory body on science policy issued its report.
