window-shopper

Browsing without buying

A window-shopper is someone who looks at merchandise in store windows or browses without intending to buy: She's just a window-shopper—she never actually purchases anything.

The term can extend to anyone who looks but doesn't commit, whether at real estate listings, job postings, or romantic prospects.
