voteless
Lacking electoral power
Voteless describes someone or something lacking the right to vote or denied participation in elections.
The term typically applies to people excluded from political processes: voteless citizens under colonial rule, the voteless poor before suffrage reform.
It can also describe situations where no vote occurs: a voteless decision made by committee.
