universal conscription
Everyone must serve
Universal conscription is a policy requiring all citizens of a certain age to serve in the military, regardless of social class, wealth, or occupation.
Unlike selective drafts that allow exemptions or substitutes, universal conscription applies to everyone equally: Universal conscription was seen as the great leveler—the banker's son served alongside the farmer's.
The policy emerged with modern nation-states and mass warfare, fundamentally changing the relationship between citizens and military service.
