underkilling
Not finishing off
Underkilling is using insufficient force or resources to accomplish a goal, the opposite of overkill.
In military or gaming contexts, it means failing to ensure a target is neutralized: We underkilled that boss and had to fight it again.
More broadly, it describes any inadequate response to a problem: The administration's underkilling of the crisis let it spiral out of control.
