underkill

Not enough force

Underkill is insufficient force or effort to accomplish a goal—the opposite of overkill.

Where overkill means excessive action, underkill means not doing enough: Sending two officers to control a riot of hundreds was underkill.

The word often appears in military or strategic contexts but extends to any situation where the response falls short of what's needed.
