underground network
Covert linked infrastructure
An underground network is a secret or clandestine organization operating outside official channels, typically to evade authorities or circumvent restrictions.
The term originally described resistance movements during wartime, like those helping people escape persecution, but now applies broadly to any covert system of coordination: an underground network of dissidents, a smuggling network.
It can also refer literally to subterranean infrastructure like subway systems or utility tunnels.
