uncalibrated
Lacking proper adjustment
Uncalibrated describes an instrument or measurement system that hasn't been adjusted to a known standard.
An uncalibrated thermometer may read a few degrees off; uncalibrated scales give unreliable weights.
The term extends to any system lacking proper adjustment: uncalibrated expectations, an uncalibrated response to the crisis.
Something uncalibrated may still function, but its accuracy is uncertain.
