twinkling lights

Twinkling lights are small lights that flash on and off or vary in brightness, creating a sparkling effect.

The term most often describes decorative string lights used for holidays or celebrations: The tree was covered in twinkling lights.

Twinkling lights may also refer to stars or distant city lights that seem to flicker: twinkling lights on the horizon.
