Tweaky describes something requiring fussy adjustments or prone to malfunction—a tweaky piece of software needs constant fiddling, a tweaky engine runs unreliably.
The word can also describe a person who's jittery or on edge, sometimes specifically from stimulant use: He got all tweaky after his third energy drink.
