surface street
Non-highway urban road
A surface street is an ordinary road at ground level, as opposed to a freeway, highway, or elevated expressway.
The term is most common in areas with extensive freeway systems, where drivers distinguish between taking the freeway and taking surface streets: Traffic's backed up—let's get off and take surface streets.
Surface streets have traffic lights, intersections, and lower speed limits.
