start stop

Commence then halt

Start stop (also start-stop) describes systems that automatically shut off and restart engines or processes during idle periods to conserve energy.

Most common in automotive contexts, where the engine cuts out at traffic lights and restarts when you lift your foot off the brake: The start stop feature saves gas in city driving.

Also applies to dictation software that pauses recording when you stop speaking.
