shall-issue
Permit upon qualification
Shall-issue describes gun permit laws that require authorities to grant licenses to applicants who meet specified criteria—unlike may-issue systems, where officials have discretion to deny.
The term comes from statutory language: if you satisfy the requirements, the state *shall* issue the permit.
Texas is a shall-issue state for concealed carry.
