pump priming

Spending to stimulate

Pump priming is government spending intended to stimulate economic activity, especially during a recession.

The metaphor comes from old hand pumps that needed water poured in before they could draw more up: The infrastructure bill was pure pump priming.

More broadly, any initial investment meant to generate larger returns: The grant served as pump priming for the startup ecosystem.
