poll-taxes
Head-based government levies
Poll taxes are fixed fees required for voting, historically used in the United States to disenfranchise poor citizens, particularly Black voters in the South after Reconstruction.
The 24th Amendment (1964) banned poll taxes in federal elections.
More broadly, a poll tax is any flat tax levied equally on each person regardless of income or property.
