Panda eyes are dark circles or heavy smudging around the eyes, resembling the black patches on a giant panda's face.
The term usually describes smeared eye makeup, especially mascara that has run from crying, sleeping, or rubbing: She woke up with panda eyes after forgetting to remove her makeup.
It can also describe the dark circles from exhaustion or injury.
