nonvoters
Politically disengaged citizens
Nonvoters are people who don't vote in elections, whether by choice, ineligibility, or circumstance.
The term usually refers to eligible citizens who abstain: Nonvoters outnumbered supporters of either candidate.
Political analysts study nonvoters to understand apathy, disillusionment, or barriers to participation.
