A non-conductor is a material that does not readily transmit electricity, heat, or sound.
Rubber, glass, and plastic are common electrical non-conductors, used to insulate wires and prevent shocks.
The term appears most often in discussions of electricity: The handle was made of a non-conductor to protect the user.
