long-term resident
Established local inhabitant
A long-term resident is someone who has lived in a place for an extended period, typically years rather than months.
The term appears in immigration contexts for permanent residents who aren't citizens, and in housing contexts to distinguish established tenants from newcomers: Long-term residents remember when this neighborhood was mostly farmland.
In care facilities, it distinguishes those in indefinite residence from short-stay patients.
