kneecapper
Maims for intimidation
A kneecapper is someone who shoots or otherwise destroys a victim's kneecaps as punishment or intimidation.
The term comes from paramilitary violence in Northern Ireland, where kneecapping was used against informers and petty criminals: The local kneecappers paid him a visit after he talked to police.
By extension, anyone who cripples or hobbles another's efforts: a political kneecapper who derails opponents' legislation.
