intellectually challenged

Not particularly bright

Intellectually challenged is a euphemism for mentally disabled or having below-average intelligence.

The phrase emerged as part of a broader pattern of using "challenged" as a softer alternative to "disabled" or "impaired." It is now often used sarcastically or humorously to call someone stupid: My intellectually challenged coworker couldn't figure out the copy machine.

The sincere usage has largely been replaced by more clinical terms, leaving the ironic sense dominant.
